Who Needs MSHA Part 46 8-Hour Refresher Training?
According to MSHA, annual refresher training is required for miners:
- Working in certain surface mining operations, including sand, gravel, surface stone, surface clay, colloidal phosphate, and surface limestone mines.
- Who have previously completed either “New Miner” or “Experienced Miner” training under MSHA Part 46 within the last 12 months.
- Who have worked for up to 12 months since their most recent annual refresher session.
Note: This course is not intended for first-time miners covered under MSHA’s definition of “new miner” training. Additionally, it does not satisfy training requirements under MSHA Title 30, Part 48 (which applies to underground or other mining operations).

The MSHA Part 46 Refresher course must be completed every 12 months to maintain compliance. MSHA regulations require miners to complete at least 8 hours of annual refresher training within each 12-month period. Failure to complete the refresher within this timeframe may result in noncompliance with MSHA Part 46 requirements.

MSHA Part 46 applies to surface mining operations, including sand, gravel, surface stone, surface clay, colloidal phosphate, and surface limestone mines. It covers miners, contractors, and supervisors who work at these sites.
