Introduction
Module 1: Hazmat Basic Requirements and Communication

An X endorsement is issued on your CDL that allows a driver to operate a tank vehicle transporting hazardous materials. It is required when driving a commercial motor vehicle designed to carry hazardous liquids or gases in tanks with an individual capacity over 119 gallons and a total capacity of 1,000 gallons or more, whether the tanks are permanently or temporarily attached to the vehicle or chassis.
To obtain a CDL with an X Endorsement, drivers must meet the following training and testing requirements:
- Hold a valid CDL or CDL permit for the appropriate vehicle class (Class A, B, or C).
- Complete FMCSA-compliant Entry-Level Driver Training (ELDT) covering both:
- Hazardous Materials (H) endorsement training, and

- The Hazardous Materials (H) knowledge test, and
- The Tank Vehicle (N) knowledge test.
- Successfully complete a Transportation Security Administration (TSA) background check, which includes:

- Fingerprinting, and

- Comply with all federal and state-specific requirements, including age, medical certification, and driving eligibility standards.
Once these requirements are met, the driver is issued the X endorsement, authorizing the transportation of hazardous materials in bulk tanks.
