Confined spaces at construction sites can be extremely hazardous if they are not adequately evaluated. These areas, known for restricted entry and exit ways, often contain atmospheric or physical hazards. According to the Census of Fatal Occupational Injuries (CFOI) of the Bureau of Labor Statistics, between 2011 and 2018, 1,030 workers lost their lives due to occupational injuries involving confined spaces. Many of these tragedies could have been prevented with adequate training, awareness, and the implementation of appropriate procedures.
An incident that occurred on July 13, 2024, highlights the importance of being prepared for confined space hazards and emergency response. While undertaking a task of pouring concrete in a confined space, a worker entered a manhole and remained inside for an extended period. After a considerable lapse, a coworker noticed that the employee looked pale and was sweating. When asked, the employee reported having trouble breathing. As soon as he tried to get out of the manhole, he lost consciousness and fell. Investigators later found that the environment inside the confined space was oxygen-deficient. This event illustrates how quickly a seemingly routine task can become hazardous without proper hazard recognition and an effective emergency plan.
Having recognized the dangers, OSHA recommends that employers train individuals to become competent persons and understand their regulations as outlined in 29 CFR 1926 Subpart AA.
