The course meets and exceeds the compliance requirements of the OSHA 29 CFR 1926 Subpart M and NYC Local Law 196.
This course is designed for NYC construction workers who need to earn an SST card under Local Law 196 training requirements. This includes workers at any jobsite in the five boroughs with a Site Safety Plan. They may include:
- Construction and demolition workers
- Site Safety Managers
- Site Safety Coordinators
- Construction Superintendents
- Competent Persons
- Concrete Safety Managers
- Journeypersons
- Forepersons
- Employees of DOB licensees or registrants
To obtain an SST card, you will need to complete specific training courses based on your job role and prior experience in NYC construction.
Current Workers: If you were already working in NYC construction before the DOB's updated Site Safety Training requirements took effect, you must complete a 40-hour DOB-approved SST Worker course to qualify for an SST Worker card.
New Entrants: If you entered the NYC construction industry after December 1, 2019, you must complete a 10-hour OSHA course before starting work. Within six months of starting your job, you must complete an additional 30 hours of training to qualify for an SST Worker card.
The DOB does not issue citations directly to workers. However, your employer will not permit you on the job site without valid proof of Site Safety Training. This policy is in place because the DOB conducts random site inspections, and any site with untrained workers can face substantial penalties. Site owners, permit holders, and employers may incur civil fines of up to $5,000 per untrained worker if these requirements aren’t met.
To avoid disruptions to your work, it is mandatory to complete the required training by the deadlines set by Local Law 196.
