Decontamination means the removal of hazardous substances from employees and their equipment to the extent necessary to preclude the occurrence of foreseeable adverse health effects.

Emergency Response

Emergency response or responding to emergencies means a response effort by employees from outside the immediate release area or by other designated responders (i.e., mutual aid groups, local fire departments, etc.) to an occurrence which results, or is likely to result, in an uncontrolled release of a hazardous substance.

Facility

Facility means:
[A] any building, structure, installation, equipment, pipe or pipeline (including any pipe into a sewer or publicly owned treatment works), well, pit, pond, lagoon, impoundment, ditch, storage container, motor vehicle, rolling stock, or aircraft; or 

[B] any site or area where a hazardous substance has been deposited, stored, disposed of, or placed, or otherwise come to be located; but does not include any consumer product in consumer use or any water-borne vessel.

FID

An acronym that stands for “Flame Ionization Detector.”

FMEA

An acronym that stands for "Failure Mode and Effect Analysis."

G

GHS

An acronym that stands for the United Nations “Globally Harmonized System of Classification and Labeling of Chemicals (GHS).”

H

HASP

An acronym that stands for “Health and Safety Program or Health and Safety Plan.”

Hazardous Substance

Hazardous substance means any substance designated or listed under (A) through (D) of this definition, exposure to which results or may result in adverse effects on the health or safety of employees:
[A] Any substance defined under section 103(14) of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) (42 U.S.C. 9601).

[B] Any biologic agent and other disease causing agent which after release into the environment and upon exposure, ingestion, inhalation, or assimilation into any person, either directly from the environment or indirectly by ingestion through food chains, will or may reasonably be anticipated to cause death, disease, behavioral abnormalities, cancer, genetic mutation, physiological malfunctions (including malfunctions in reproduction) or physical deformations in such persons or their offspring.

[C] Any substance listed by the U.S. Department of Transportation as hazardous materials under 49 CFR 172.101 and appendices; and

[D] Hazardous waste as herein defined. (29 CFR 1910.120)

Hazardous Waste

Hazardous waste means:
[A] A waste or combination of wastes as defined in 40 CFR 261.3, or

[B] Those substances defined as hazardous wastes in 49 CFR 171.8.

HAZMAT

An acronym that stands for "Hazardous Materials."

HAZOP

An acronym that stands for "Hazard and Operability Study."

HAZWOPER

An acronym that stands for "Hazardous waste Operations and Emergency Response."

HBV

An acronym that stands for the "Hepatitis B Virus."

HCS

An acronym that stands for the "Hazard Communication Standard."

HCV

An acronym that stands for the "Hepatitis C Virus."

Health Hazard

Health hazard means a chemical which is classified as posing one of the following hazardous effects: acute toxicity (any route of exposure); skin corrosion or irritation; serious eye damage or eye irritation; respiratory or skin sensitization; germ cell mutagenicity; carcinogenicity; reproductive toxicity; specific target organ toxicity (single or repeated exposure); or aspiration hazard. The criteria for determining whether a chemical is classified as a health hazard are detailed in Appendix A to §1910.1200.

An acronym that stands for "high-efficiency particulate air."

HIV

An acronym that stands for the "Human Immunodeficiency Virus."

HVAC

An acronym that stands for "heating, ventilation, and air conditioning." I

IARC

An acronym that stands for the "International Agency for Research on Cancer."

IDLH

An acronym that stands for “Immediately Dangerous to Life or Health.”

Intrinsically Safe Equipment

Intrinsically safe equipment is defined as equipment which is incapable of releasing sufficient electrical or thermal energy to cause ignition of a flammable or combustible substance.

Oxygen Deficiency

Oxygen deficiency means that concentration of oxygen by volume below which atmosphere supplying respiratory protection must be provided. It exists in atmospheres where the percentage of oxygen by volume is less than 19.5 percent oxygen.

An acronym that stands for "Phase Contrast Microscopy."

PFAS

An acronym that stands for "Personal Fall Arrest System."

Physical Hazard

Physical hazard means a chemical that is classified as posing one of the following hazardous effects: explosive; flammable (gases, aerosols, liquids, or solids); oxidizer (liquid, solid or gas); self-reactive; pyrophoric (liquid or solid); self-heating; organic peroxide; corrosive to metal; gas under pressure; or in contact with water emits flammable gas.

Pictogram

Pictogram means a composition that may include a symbol plus other graphic elements, such as a border, background pattern, or color, that is intended to convey specific information about the hazards of a chemical. Eight pictograms are designated under this standard (29 CFR 1910.1200) for application to a hazard category.

PID

An acronym that stands for “Photo Ionization Detector.”

PLM

An acronym that stands for "Polarized Light Microscopy."

Post Emergency Response

Post emergency response means that portion of an emergency response performed after the immediate threat of a release has been stabilized or eliminated and clean-up of the site has begun.

PPE

An acronym that stands for “Personal Protective Equipment.”

Qualified Person

Qualified person means a person with specific training, knowledge and experience in the area for which the person has the responsibility and the authority to control.

Site safety and health supervisor (or official) means the individual located on a hazardous waste site who has the authority and knowledge necessary to implement the site safety and health plan and verify compliance with applicable safety and health requirements.

SPCC

An acronym that stands for "Spill Prevention, Control, and Countermeasures" Plan.

SQG

An acronym that stands for "Small Quantity Generator."

Substance

Substance means chemical elements and their compounds in the natural state or obtained by any production process, including any additive necessary to preserve the stability of the product and any impurities deriving from the process used, but excluding any solvent which may be separated without affecting the stability of the substance or changing its composition.

Uncontrolled hazardous waste site means an area identified as an uncontrolled hazardous waste site by a governmental body, whether federal, state, local or other where an accumulation of hazardous substances creates a threat to the health and safety of individuals or the environment or both.
